Switch from github.com/golang/protobuf/protoc-gen-go to google.golang.org/protobuf/cmd/protoc-gen-go and google.golang.org/grpc/cmd/protoc-gen-go-grpc. Add APIv2 protoc-gen-go and protoc-gen-go-grpc bazel rules
