Adding options and associated propagation to allow users to specify transmission slack types for both RUC and SCED optimization models. Relevant new command-line options are --ruc-slack-type and --sced-slack-type. Both default to every-bus, which is the current Prescient behavior. New option available is ref-bus-and-branches.
