Summary/Motivation:

Updates for objective function mutability, driven by grid-parity-exchange/Prescient#110

Changes proposed in this PR:

• Make reserve penalty Parameters mutable
• Fix bug in the lazy objective function, which wasn't respecting the mutability of SystemContingencyLimitPenalty
