The font Noto Sans Tibetan has been renamed to “Noto Serif Tibetan” yet in 2015. New updates and corrections are now made only to Noto Serif Tibetan. The old Noto Sans Tibetan will disappear in the future.
In Ubuntu 18.04 Bionic Beaver the package manager still only installs the old one. But with 19.04, the package fonts-noto-core contains both.
Currently, we use Noto Sans Tibetan. This PR switches to Noto Serif Tibetan, but keeps Noto Sans Tibetan as a fallback.
