Road halos on multiple roads

It might be better if we could use smart halos to let the fill underneath shine through.

Or do we want to force it so roads are only labeled if they're on top?

#1010 was meant to prepare for #1007, but #1007 was rejected.

We could revert #1010, as it might have more disadvantages than advantages, especially without #1007.

I am not sure if the reported bug is really a thing to solve. It makes it clear that the label is for the "orange" road..
