We want to require identity for anyone we're paying out to (both Owners and Members). We've required identity for anyone whom we're paying out with a bank account under Balanced, but now that we're migrating away from Balanced (#3377) we need to take over this function.

Simultaneously, we're promoting PayPal to a first-class payout route (#2387), so we need to be able to collect identity info for non-U.S. folks. At this point we just need to start collecting the info and storing it in our database instead of at Balanced. In the future we'll need to find ways such as #2449 to systematically verify identity.

We need to strengthen our identity verification
(gratipay/gratipay.com#3458), so no more connecting bank accounts
without it. On the other hand, we did make PayPal self-serve
(gratipay/gratipay.com#2387).
