Create invoke tasks for manual payment tasks

Related to 2(i) of the tragedy contingency plan (#2114), in which things start to get dead-simple for others to do.

Any code can also be re-used when we start automating these tasks.

Potential invoke tasks (mostly from "email us" items in FAQ):

• configuring paypal for pay-out
• bitcoin pay-out
• bitcoin pay-in
• ???

@whit537 I'm happy to do this as an easy python starter task. I'm sure I can set up my own versions of the accounts, so long as I understand the process :)
