Regrade still gives penalty for "adaptive mode (no penalties)" behavior #229

To reproduce:

  • make a new quiz, set its behavior to "Adaptive mode (no penalties)"
  • add a question with the default penalty, add vertex count check
  • go to student role, attempt quiz, answer incorrectly, click "Check", answer correctly, click "Check" and submit, go back to teacher role
  • look at results, view all users, verify we got 10.00 points
  • click Regrade all, verify regrading changed the grade from 10.00 to 6.67

For now, because this affects a running course, we'll just remove the penalty feature in GraphChecker altogether, until it is fixed properly.

So: hide the penalty option in the question editor, and default it to 0% for new questions.
