This change ended up "inspiring" a few related changes, see commit messages for details.

@pcostell Do I need to make a note about the minimum version of the gcloud CLI needed for

  • The existence of the cloud-datastore-emulator (over the legacy gcd-emulator)
  • The support in the emulator for v1 of the API

👍

The emulator supports v1 gRPC since 111.0.0 with the --no-legacy flag. Starting with 125.0.0, the --no-legacy flag is no longer necessary (although note that there are some issues with emulator persistence in 124.0.0 and 125.0.0, it may be best to disable persistence with the --testing flag).

The command to run is gcloud beta emulators datastore start --no-legacy.

@pcostell Is it worth mentioning the version in our CONTRIBUTING doc? I added the --no-legacy flag here in the script for spawning it and in the note in the CONTRIBUTING doc.

Let's wait for 126.0.0 to come out and then there shouldn't be any issues
and we can recommend all users upgrade past that point.

Is the insecure stub bit is a hard requirement for using the emulator?

@tseaver Yes. The emulator doesn't speak encrypted requests.

OK, LGTM.

Similarly, I'll hold off merging this until #2223 is in.

Also renaming GOOGLE_CLOUD_DISABLE_GAX to
GOOGLE_CLOUD_DISABLE_GRPC to make it uniform across all APIs.
Changes mostly made with
git grep -l make_stub | xargs sed -i s/make_stub/make_secure_stub/g

Also updated the docstring and comments.
Always use the HTTPS port when constructing the
target.
This was done since the local emulator doesn't use a secure
connection. In the process, also

- Using the DATASTORE_EMULATOR_HOST env. var. instead of
DATASTORE_HOST since the former is just the host without
the protocol (we do this to avoid having to parse anything)
- Making "port" optional in make_insecure_stub() since the
env. var. provided by the datastore emulator already has
  the port in it
- Removing the "/datastore/" path from the GCD emulator
  URI (no longer needed)
- Adding "--no-legacy" flag to "gcloud" CLI calls
- Updating instructions in CONTRIBUTING document to showcase
the flag and the GCLOUD_DISABLE_GRPC env. var.
- Updating the datastore ready line for the server from
  the cloud-datastore-emulator (i.e. "--no-legacy") component,
since it is different from the "gcd-emulator" component
These were committed before the rename and fixed up
after rebase.

@tseaver Sorry for the delay. I had some gcloud imports stuck in there that needed to be fixed.
