Add file manager reference docs

• Delete docs in top level of docs/reference.
• Add docs/reference/main and docs/reference/files subfolders.
• Generate automated reference docs for the main GoogleGenerativeAI module and the GoogleAIFileManager modules into each folder.

This is the simplest way to make API documenter generate docs for two separate entry points without overwriting each other.
