[dev.fuzz] all: merge master (d137b74) into dev.fuzz
This CL includes a fix to internal/fuzz/sys_windows.go, since the introduction of CL 288297 fails some of the Windows fuzzing tests. This was because the worker comm FDs are marked as inheritable but not actually provided via syscall.SysProcAttr.AdditionalInheritedHandles. Credit and thanks to Jason A. Donenfeld ([email protected]) for identifying the issue and providing this patch.
