Make the alt selection menu available for all modes #99795

This PR makes the selection menu shortcut that shows all items (including locked) under the cursor available in all modes, not just in "Select". Having it available everywhere reduces attrition when doing transformations between different nodes.

Tested in both 2D and 3D, works as expected.
