Fix texture compression descriptions in RenderingDevice docs #94393

Adjusts the texture compression descriptions in RenderingDevice.xml, namely the range of the EAC signed formats as well as BC6 precision and channels.

The BC6H information is based off of https://learn.microsoft.com/en-us/windows/win32/direct3d11/bc6h-format.
