Ensure minimum block size is respected when doing GPU to CPU copies of compressed textures #90911

Fixes: #90873

Our GPU command and our final copy were neglecting to copy over the entire block for the final two mip levels (2x2 and 1x1) which means they received invalid data and thus showed up as a garbage value. The offset however was calculated correctly.

This PR ensures that the entire block is copied for each mip level.
