Rename GDExtensionCompatHashes to make it clear it's only for exceptional situations

While this hasn't come up a ton of times, folks have occasionally been confused about what the
GDExtensionCompatHashesclass is for.Personally, I think this is primarily because of it has a fairly plain name, but it's only intended to be used in special circumstances.
So, this PR renames it to
GDExtensionSpecialCompatHashesso that folks know that it's special :-)I also added a short note in the header file with a little more detail
