Removed old R-Forge SVN README and created new README.md
It will be moved to a gh-pages branch
More in line with the CRAN github mirror [1] of the package and what standard actions expect [1] https://github.com/cran/TIMP Should be a mostly rename operation (added files is an artifact), removed file git-workflow.txt since no longer applicable (r-forge is no longer used)
