This adds a workflow to the repo that uses https://github.com/jonabc/licensed-ci to keep cached license files up to date. I've added comments around most configuration of the workflow because this might be the first place that someone sees the action and it's helpful to understand what it's doing 😄

The licensed-ci GitHub Action has created a pull request containing license metadata updates based on the changes in this branch.

Please review the pull request for any additional changes required and merge when ready.
