Problem Statement + Solution

When the user goes to make their first Cron monitor in a project, they can select a platform from the grid and see platform-specific instructions:

We should surface options for Ruby and Rails projects that we recently worked on in sidekiq-scheduler and sidekiq-cron.

This is relevant after we ship sentry-ruby 5.14, I think we're aiming for Monday November 27th /cc @sl0thentr0py.
