Why is this the best possible solution? Were any other approaches considered?

The test parseManifest() sanitizes media file names was recently added just before merging #6356, where we reworked form parsing. However, since #6356 was not rebased onto the master branch before merging, it didn't account for that test. We now need to address this in a separate pull request.

How does this change affect users? Describe intentional changes to behavior and behavior that could have accidentally been affected by code changes. In other words, what are the regression risks?

It doesn't require testing.
