feat: add aws cli

changes:

• added aws cli due to limitations of aws_eks_cluster_auth token which is valid for ~15 minutes only

• data sources that generate temporary credentials should not persist values in plan tfstate hashicorp/terraform#24886
• [Help Needed] AWS iam role to manipulate EKS cluster runatlantis/atlantis#800
