FilterLayer and attribute button are visible in TOC toolbar on Mobile #4036

Description

FilterLayer and attribute button are visible in TOC toolbar on Mobile. If you click on them, nothing happens.
This is because mobile configuration (in localConfig) do not have the FeatureGrid pluigin and Query Panel.

They should not be visibles setting up mobile configuration (or optionally auto-detect plugin presence)

TOC-Mobile

Find out if is possible to configure the TOC to disable this button in mobile context ("TOC" configuration in "mobile" entry of localConfig) or make them disabled if the plugins are not present.

In case of Bug (otherwise remove this paragraph)

Browser Affected
Chrome on mobile

Steps to reproduce

  • Use mobile browser
  • Open a map with vector layers
  • open the TOC

Expected Result

  • Tools are all working

Current Result

  • Attribute Table and Filter Layer should not appear ( or at least working)
