Like the previous updated in #200, now updating to GDAL 3.6.3 (microsoft/vcpkg@fe2d921)

Huh; we're getting persistent segfaults on Python 3.8 on Windows when testing the wheels, rather than more intermittent, as we saw in #213. Or at least, it didn't clear up after 3x attempts to rerun the failing tests.

Given that this also happens on main, OK to merge this? But ideally we should figure what is going on .. (only the wheel builds, on Windows, and with Python 3.8)
