What this PR does / why we need it:
Add the workflow to update homebrew back.

As you might notice from the file, we check if the release is a
prereleaseon each step.There was the possibility of filtering the full job with an
ifcondition but it got removed few weeks ago because the implementation had bugs. Hopefully it will get back soon.Also, no,
