Due to security issues we need to update Mercurial in TS (#2043) - no backport officially available.
However this will break the hg push functionality as Mercurial changed bundle format in non-compatible manner.
Nevertheless we deprecated hg push API functionality in 15.10 so we should be ok to disable it in 16.01 retroactively.
After merging this only Tool Sheds newer than 16.01 should be deployed.
