Workflow report doesn't display png or jpg image

Describe the bug
Dataset image is included in the workflow report, but it does not display. It says "no content found". Tried for both a png and a jpg, as output from the Bandage tool.

Hey @AnnaSyme.
I was unable to reproduce this, myself. Could you check the markdown used to generate the report and ensure that it includes :

history_dataset_as_image(output="image")

It is worth noting that I do see "No content found.", but that is under the outputs, and is a result of the final output being an image.

If you try it again, scroll to the very bottom of the report, and it still isn't working, please share it with me, so I can copy exactly what you have and continue to attempt reproducing the issue. Thanks!

that missing image actually is world-readable on .eu (https://usegalaxy.eu/dataset/display?dataset_id=4838ba20a6d86765db7abe3cf9380a13) so this is a bug
