This PR adds a possibility to force remove a vote for any member of technical committee.
Only votes for finished referendum are allowed to be removed this way.
Note that existing "remove_other_vote" is not possible to use as only vote for cancelled referendums/lost referendum/expire convictions can be removed.
The reason why we need to this:
We need to remove all existing votes that voted with staked position, so users don't loose their staking action points and rewards when we switch to opengov.
