These take a long time to build, and we're already building pkgtest, which contains all code from all libraries.
This fixes build error on iOS.

This builds our code for iOS on Travis CI.
This also disables
dotnetandnativebuilds on macOS.Rationale:
dotnetis already being tested on Windows andnativeon Linux and Windows, and running more builds requires more time and resources. I think we can test these targets less frequently on macOS and still live comfortably.
