repro:

add Bless spell to character
add additional activity to spell: untick spell slot consumption, give it 1/1 limited uses (as per Magic Initiate feat); set to 'always prepared'.
use newly added activity.
'Consume resource' button appears in chat, and when clicked attempts to consume a 1st level spell slot.

This activity neither consumes spell slots nor has the ability to scale.
