On dnd5e 2.4.0 active effects don't upgrade senses if they are not already set on the sheet.
This also happens with movement if not already set.

ie. Actor has magic item giving blindsight (upgrade 30), actor has no blindsight set previously and the effect does nothing. If actor has blindsight set to anything (even 0 but manually typed in the box) then the effect works.

Between the images below, nothing else has been changed but "1" typed manually into blindsight configuration.
(I think the units being null has already been reported.)
