Updates CMakeLists.txt to fetch
jonquiland through ittoml-f.This is not an ideal solution, but
FetchContent_Declareis first come first serve hence downloading and building toml-f twice, once inside jonquil and once inside fpm would not be possible.@awvwgk I think this is okay for the time being but we might need to be carefull in the future.
