Bump controller tick speed to 100 ms #128

This PR bumps the controller tick speed from 1 sec to 100 ms and removes the verbose "not being able to access" messages from the logs.

Why? What does this tick speed affect?

@soamvasani it simply speeds up the number of ticks of the controller evaluation loop. 1 second was put in for testing, but is way too slow. I also suspected it was causing a flaky test.
