A custom media query should not be used without defining it:

@media (--sm) {}

@media (--sm), (max-height: 40rem) {}

A custom media request can be defined either before or after it is used:

@media (--sm) {}

@custom-media --sm (min-width: 40rem);

@media (--sm), (max-height: 40rem) {}
