What this PR does / why we need it:
With this PR, tests that create a Falco engine to load rules will use the
test_falco_enginefixture instead of creating their own. This removes duplication from the test codebase and also allows the entire unit test suite to run with ASan and UBSan enabledWhich issue(s) this PR fixes:
