Follow-up to #161; this PR:

• Removes Python 3.7 support from CI and docs
• Removes incorrectly named pyproyect.toml file
• Updates flake8, mypy, and isort versions in pre-commit
• Enables CI tests for Python 3.10 and Python 3.11.
