Migrate ScrollEvent to RCTModernEventEmitter
Summary: Motivation: perf, simplicity, adhering to new SurfaceMountingManager APIs available to us. Backwards-compatible with events sent through old system or Fabric, to Fabric or non-Fabric Views.
