refactor[react-devtools]: update docs for React DevTools

Same changes for next and 0.72 versions:

• Updated images of React DevTools UI.
• Removed Inspecting Component Instances section, which is outdated.
• Added Troubleshooting section, which now includes:
  • adb reverse recommendations
  • instructions on how to connect React Native application and React DevTools without reloading the former
