Add PHP 8.4 to GitHub workflows

Add PHP8.4 to GitHub Workflows for PHP Code Styling and Unit Tests.

It requires #2832 to be merged first so that the unit test pass.

I have updated composer.lock with composer update phpunit/phpunit --with-dependencies
