Add missing cross-track labels (#16)

This commit should update the Exercism-wide labels part of your repo's `labels.yml` file to the organization-wide labels defined in https://github.com/exercism/org-wide-files/blob/main/global-files/.github/labels.yml. It also removes the (now deprecated) `reputation/contributed_code/major` and `reputation/contributed_code/minor` labels.

Before merging this PR, please check if the PR does not update your repository-specific labels unless you have recently changed your .appends/.github/labels.yml file. It should _only_ update the organization-wide labels.
