Use LICENSE from org-wide-files repo #136

The org-wide-files repo will submit a change to the LICENSE file
in a track if it differs.

This copies the LICENSE that we have in the org-wide-files in order
to start with the right file in the first place.

Or should I change the bin/bootstrap script to grab the latest LICENSE from org-wide-files?

That seems like a better long-term strategy, actually.

Actually, I changed my mind based on exercism/org-wide-files#153
