Initialize TCF preferences in fides_consent cookie and window object

#3879 makes good progress in displaying TCF data, but does not touch or initialize the fides_consent cookie. We need to figure out how we want to store TCF data in the cookie.

Describe the solution you'd like

We could use something similar to notices, i.e. { notice_key: true }. However, we haven't really talked about what a notice_key for a TCF purpose/feature/vendor is. This ticket is to figure that out, then make sure we update the cookie/window objects accordingly.
