README update with the following changes:

  • Removed unnecessary and now somewhat overloaded README introduction
  • Added OUTDATED notice to PROJECT.md project summary and corresponding README section
  • Linked diagram in README
  • Slimmed down "EthereumJS Ecosystem" section
  • Removed "Basic Environment" section
  • Removed "Contribution Guidelines" section (covered by EthereumJS docs)
  • Moved examples to separate section
  • Moved API section further to the top to become more visible
  • Moved "Environment / Ecosystem" further down
