chore: call BuildingPayload once #9884

Currently the flow is like:

engine.BuildingPayload()
engine.UnsafeL2Head()
engine.BuildingPayload()

But we know engine.UnsafeL2Head() won't change the result of engine.BuildingPayload(), so only one call to BuildingPayload is enough.

No much difference performance wise, but improves readability a bit.
