We'll add the year as a flag to the command shortly
This'll allow fixtures to use "yield"
This allows us to specify which year to use. Adds tests for this using the freezegun library.
We won't be running "pipeline" for everything

The EPA integration tests have been failing due to using a new annual edition. This PR changes the
current_versioncommand into anannual_version(which accepts a year parameter) command and specifies 2015 in the EPA integration tests.Should solve #348
