fix #7928 for #7925 is only partially addresses the problem.
Users still get not working application even though XP is alive.

Until proper fix #7966 it is best to bring back code #6688 which reads configuration from ConfigurationAdmin if ApplicationConfigReloader ManagedService was not notified about config update (reason for this is still unknown)
