These are all added with upstream's `LIBOSTREE_2021.3` symbol version so that packages using the symbols won't need to be rebuilt when ostree gets updated to that version. https://phabricator.endlessm.com/T31868

Packaging changes to support the repo locking API backport in #184. Technically the package version used in the symbols file should be
2020.8+dev<something>but we don't know what<something>is until the merge has been made and jenkins generates the new version. A bare2020.8version is good enough for our usage.https://phabricator.endlessm.com/T31868
