Adding initialize argument

This is for the idea of #122

This is literally my first time doing Haskell outside of reading some examples. I wanted to give it a shot though, and I know there is probably a much better way to achieve this. I wanted to do this to learn, so if you want to guid me through better use of Haskell, I would love that.

Most of the code from src/Initialize.hs is copied from src/Install.hs, and I'm sure most of the functions there are not needed just to write a new file.

I am not sure why the travis build is failing, seems like my changes should not affect that. Willing to make changes if needed.

I'm not sure it's needed anymore. elm-package install does most of the same thing, just less obvious
