RTE ignores span formatting if you start a bullet list, and formatting buttons get out of sync

Steps to reproduce

1. Hit the bold and/or italic buttons and type some messages in multiline RTE mode
2. Hit the bulletpoint list button
3. Type some text in the first bulletpoint
4. Observe that it is text is unexpectedly plaintext; i'd have expected bold/italic to still be enabled.
5. Moreover, the bold/italic buttons are still shown as enabled.
6. Toggling the button off syncs the formatting back in line with reality.

What did you expect?

Starting a bullet list should either reset existing formatting state, or incorporate it.

What happened instead?

Left in a weird limbo where formatting was reset but the UI wasn't.

I've tried to reproduce this on Android using the same sequence but couldn't (which suggests it's an iOS specific bug).
