Upgraded room notifications aren't consistent #11803

I was idling in a room with notifications set to mentions only, and the room was upgraded. Now post upgrade I'm receiving notifications for the (unsensible) default of 'all messages' despite never interacting to change this.

If relevant: these are notifications in Chrome.
