This PR creates a new summary of the steps required to perform anomaly detection, which merges content from the following pages:
I have included content from those pages but will not fully integrate them (and delete the separate source files) until we're satisfied with all the other changes in this section.
It also creates a new troubleshooting page to contain the information from Restart failed anomaly detection jobs
