Follow-up from #226 where @prajwalkumar83 has reported:

I have the same problem as my environment (like most corporate servers that sit behind a firewall) does not have internet access. I have downloaded esrally and its dependencies from PyPi and installed esrally successfully. How do i run tests in offline mode by downloading the required test files offline? the --offline option does not help as the tracks still need internet access. Any suggestions/workarounds?

While #226 focuses on simplifying installation of Rally in these cases, we'll tackle the issue reported above in this ticket.

Rally will not directly handle this. Instead, we will improve the documentation and provide a download helper script for the standard tracks in https://github.com/elastic/rally-tracks.

With this commit we add a helper script that allows users to download
all track-related data so they can transfer them separately to machines
that don't have direct access to the Internet.
